ObjectiveTo identify the ethical challenges associated with the development and implementation of new tuberculosis drugs and diagnostics.MethodsTwenty-three semi-structured qualitative interviews conducted between December 2015 and September 2016 with programme administrators, healthcare workers, advocates, policymakers, and funders based in the Americas, Europe, and Africa. Interviews were analysed using thematic analysis.ResultsDivergent interests and responsibilities, coupled with power imbalances, are a primary source of ethical challenges; the uncertain risk profiles of new drugs present an additional one. Although this challenge can be partially mitigated (...) through stringent pharmacovigilance, respondents highlighted that high-burden countries tend to lack the resources to facilitate safe implementation. Increased advocacy and community engagement are considered an ethical imperative for future TB development and implementation.ConclusionsThis project helps identify some of the ethical challenges of new TB technologies. It demonstrates that investigating ethical challenges through qualitative research is one way to apprehend the difficulty of implementing new TB technologies. Addressing this difficulty will require that those in positions of power reconsider their interests in relation to disempowered communities.Policy implicationsEfforts to build consensus regarding what values should underpin the global governance of TB research, prevention, and care are essential to facilitate the ethical implementation of new TB technologies. Developing Global Health Programming: A Guidebook for Medical and Professional Schools , edited by Jessica Evert, Paul Drain, and Thomas Hall, is reviewed. In spite of some editorial shortcomings, the book is a terrific aggregation of resources and reflections on the state of global health education that leaves readers with a multitude of useful and diverse tools, as well as directions about where to find additional ones.

This paper argues that international development research should be submitted to the oversight of research ethics committees from the countries where data will be collected. This includes research conducted by individuals who may fall outside the jurisdictions of most ethics guidelines or policies, such as individuals contracted by non-governmental organizations. The argument is grounded in an understanding of social justice that recognizes that not seeking local ethics approval can be an affront to the decolonization movement, and may lead to significant (...) direct harms to participants. Local ethics oversight can help ensure projects appropriately take into consideration local laws, regulations, priorities and context. For example, a local research ethics committee may be in a better position than a foreign one to assess whether any given proposed project carries context-specific risks. In addition, submitting to a local research ethics committee is to acknowledge the legitimacy of local authorities, thereby taking a stance against the history of colonizing disempowerment. Local oversight is a mechanism to increase the accountability of researchers working abroad: if respect for local authority and tailoring to local context are to be upheld, there must be mechanisms to ensure that research that does not meet these requirements does not proceed. Objections based on the limited oversight capacity in some countries and on concerns related to the politicization of the review process are discussed. Finally, the roles and responsibilities of the various stakeholders in the implementation of greater local ethics oversight are laid out. (shrink)

Prominent tuberculosis (TB) actors are invoking solidarity to motivate and justify collective action to address TB, including through intensified development and implementation (D&I) of technologies such as drugs and diagnostics. We characterize the ethical challenges associated with D&I of new TB technologies by drawing on stakeholder perspectives from 23 key informant interviews and we articulate the ethical implications of solidarity for TB technology D&I. The fundamental ethical issue facing TB technological D&I is a failure within and beyond the TB community (...) to stand in solidarity with persons with TB in addressing the complex sociopolitical contexts of technological D&I. The failure in solidarity relates to two further ethical challenges raised by respondents: skewed power dynamics that hinder D&I and uncertainties around weighing risks and benefits associated with new technologies. Respondents identified advocacy and participatory research practices as necessary to address such challenges and to motivate sustained collective action to accelerate toward TB elimination. We present the first empirical examination of bioethical accounts of solidarity in public and global health. Our study suggests that solidarity allows us better to understand and address the ethical challenges that arrest the D&I of new TB technologies. Solidarity lends credence to policies and practices that address the relational nature of illness and health through collective action. (shrink)

The conduct of research in settings affected by disasters such as hurricanes, floods and earthquakes is challenging, particularly when infrastructures and resources were already limited pre-disaster. However, since post-disaster research is essential to the improvement of the humanitarian response, it is important that adequate research ethics oversight be available. We aim to answer the following questions: 1) what do research ethics committee members who have reviewed research protocols to be conducted following disasters in low- and middle-income countries perceive as the (...) key ethical concerns associated with disaster research?, and 2) in what ways do REC members understand these concerns to be distinct from those arising in research conducted in non-crisis situations? This qualitative study was developed using interpretative description methodology; 15 interviews were conducted with REC members. Four key ethical issues were identified as presenting distinctive considerations for disaster research to be implemented in LMICs, and were described by participants as familiar research ethics issues that were amplified in these contexts. First, REC members viewed disaster research as having strong social value due to its potential for improving disaster response, but also as requiring a higher level of justification compared to other research settings. Second, they identified vulnerability as an overarching concern for disaster research ethics, and a feature that required careful and critical appraisal when assessing protocols. They noted that research participants’ vulnerabilities frequently change in the aftermath of a disaster and often in unpredictable ways. Third, they identified concerns related to promoting and maintaining safety, confidentiality and data security in insecure or austere environments. Lastly, though REC members endorsed the need and usefulness of community engagement, they noted that there are significant challenges in a disaster setting over and above those typically encountered in global health research to achieve meaningful community engagement. Disaster research presents distinctive ethical considerations that require attention to ensure that participants are protected. As RECs review disaster research protocols, they should address these concerns and consider how justification, vulnerability, security and confidentially, and community engagement are shaped by the realities of conducting research in a disaster. In this essay David Labaree examines the tension between two competing visions of the purposes of education that have shaped American public schools. From one perspective, we have seen schooling as a way to preserve and promote public aims, such as keeping the faith, shoring up the republic, or promoting economic growth. From the other perspective, we have seen schooling as a way to advance the interests of individual educational consumers in the pursuit of social access and social advantage. In (...) the first half of the essay Labaree shows the evolution of the public vision over time, from an emphasis on religious aims to political ones to economic ones and, finally, to an embrace of individual opportunity. In the second half, he shows how the consumerist vision of schooling has not only come to dominate in the rhetoric of school reform but also in shaping the structure of the school system. (shrink)

The globalization in business and tourism becomes crucial more and more for the economical sustainability of local communities. In the presence of an epidemic outbreak, there must be such a decision on the policy by the host community as whether to accept visitors or not, the number of acceptable visitors, or the condition for acceptable visitors. Making use of an SIRI type of mathematical model, we consider the influence of visitors on the spread of a reinfectious disease in a community, (...) especially assuming that a certain proportion of accepted visitors are immune. The reinfectivity of disease here means that the immunity gained by either vaccination or recovery is imperfect. With the mathematical results obtained by our analysis on the model for such an epidemic dynamics of resident and visitor populations, we find that the acceptance of visitors could have a significant influence on the disease’s endemicity in the community, either suppressive or supportive. American higher education rose to fame and fortune during the Cold War, when both student enrollments and funded research shot upward. Prior to World War II, the federal government showed little interest in universities and provided little support. The war spurred a large investment in defence-based scientific research in universities, and the emergence of the Cold War expanded federal investment exponentially. Unlike a hot war, the Cold War offered an extended period of federally funded research public subsidy for expanding student (...) enrollments. The result was the golden age of the American university. The good times continued for about 30 years and then began to go bad. The decline was triggered by the combination of a decline in the perceived Soviet threat and a taxpayer revolt against high public spending; both trends culminating with the fall of the Berlin Wall in 1989. With no money and no enemy, the Cold War university fell as quickly as it arose. Instead of seeing the Cold War university as the norm, we need to think of it as the exception. What we are experiencing now in American higher education is a regression to the mean, in which, over the long haul, Americans have understood higher education to be a distinctly private good. Listening to someone from some distance in a crowded room you may experience the following phenomenon: when looking at them speak, you may both hear and see where the source of the sounds is; but when your eyes are turned elsewhere, you may no longer be able to detect exactly where the voice must be coming from. With your eyes again fixed on the speaker, and the movement of her lips a clear sense of the source of the sound will (...) return. This ‘ventriloquist’ effect reflects the ways in which visual cognition can dominate auditory perception. And this phenomenological observation is one what you can verify or disconfirm in your own case just by the slightest reflection on what it is like for you to listen to someone with or without visual contact with them. Background A morally sound framework for benefit-sharing is crucial to minimize research exploitation for research conducted in developing countries. However, in practice, it remains uncertain which stakeholders should be involved in the decision-making process regarding benefit-sharing and what the implications might be. Therefore the study aimed to empirically propose a framework for benefit-sharing negotiations in research by taking HIV vaccine trials as a case. Methods The study was conducted in Tanzania using a case study design and qualitative approaches. Data were (...) collected using in-depth interviews (IDI) and focus group discussions (FGD). A total of 37 study participants were selected purposively comprising institutional review board (IRB) members, researchers, community advisory board (CAB) members, a policymaker, and HIV/AIDS advocates. Deductive and inductive thematic analysis approaches were deployed to analyze collected data with the aid of MAXQDA version 20.4.0 software. Results The findings indicate a triangular relationship between the research community, researched community and intermediaries. However, the relationship ought to take into consideration the timing of negotiations, the level of understanding between parties and the phase of the clinical trial. The proposed framework operationalize partnership interactions in community-based participatory research. Conclusion In the context of this study, the suggested framework incorporates the research community, the community being researched, and intermediary parties. The framework would guarantee well-informed and inclusive decision-making regarding benefit-sharing in HIV vaccine trials and other health-related research conducted in resource-limited settings. This dissertation shows that Proclus provides a consistent reading of Plato's late dialogues, and develops a three level ontology which stands on its own. By augmenting the reserve of Platonist philosophy with Post Platonic developments of Greek mathematics and astronomy and physics, at points where Platonism ceased to provide operating principles, Proclus, reached for formulations which went beyond Plato. His own metaphysics, though sometimes obscured by theurgic allusions, grounds Being in an infinite One. ;One of the problems that Proclus attempts (...) to solve through the posit of three infinities, is that an iterative potential infinity, seen in the interval structure of the physical world, could divide to oblivion if uncolonized by Principle. The 'One Being', which brings Limit and noetic sameness, is itself entrapped in Self Reflexivity. An infinity of a third kind, one beyond all Limit and Unlimit is posed to solve this problem. This is Proclus' NeoPlatonic solution to the fact that Being alone, albeit under the rule of intellect, cannot guarantee itself. ;Platonism assumes a "universe" i.e. One grounding Many, which predetermines the place of all structure. $\rm A\nu\lambda o\gamma\iota\alpha$ is a principle of substitution which governs the visible cosmos and makes it comprehensible by mathematical formulations. Plato's emphasis on the self same as the epitome of Being, with circularity as the highest form for thought, helps Proclus provide a consistent account of: Creation ; Infinity as a Simultaneous Whole ; Soul and Nous, Dialectic is valorized over other forms of thought as most like $$ the eternal truth and a means to assimilation. Procession and reversion forms a circle which demonstrates a metaphysical successor of cosmic revolutions found to exist as the heavenly bodies carry out their noetic patterns. ;Finally Eternity encapsulates Time; but again its infinite circularity is only recouped by a One beyond all Limit which can carry out the Providence of a final cause. It is in the obscure terrain between the life-world of Greek science and technology and the language of its metaphysics that one sees the attempts of early navigators and map-makers to conceptualize what lies beyond the oikoumene. This interest later effects astronomy in terms of what is “beyond the heavens [ezo tes ouranos]” and then in metaphysics as a “Beyond Being [epekeina tes ousias],” an ideal Beyond proposed by Plato in Republic and one that is to eventually become a mainstay (...) of NeoPlatonism. Thus, the “fundamental act” that Romm describes in the above quote was not only taken up with geographical interest, but is one that can be seen as a preparatory gesture in a culture readying itself for the advent of metaphysics, a gesture that continued to make itself felt up until the last days of the Ancient Academy in the fifth century AD. The threads of the intellectual history of a Beyond Being find technological roots in the increasingly sophisticated acts of representation that one finds in early cartography, astronomy, and cosmology, one of which will be to mark boundaries around the heavens themselves and to call that Being. Soul is the self-moving, self-constituting entity linking the transcendent with the immanent. Proclus distinguishes many types of souls. This chapter concentrates on the World Soul and the rational human soul. The World Soul infuses the sensible, temporal, divided, and material cosmos with unity and Forms ultimately deriving from the One and Intelligible Being, in a manner reminiscent of human phantasia. The mathematical psychology of the Timaeus is explained as referring to the Soul’s activity, rather than its essence. Concerning the human (...) soul, with its eternal essence and temporal activity, the authors concentrate on the function and nature of the many ‘vehicles’, assisting the soul’s descent and, in a different manner, its ascent. I want to say up front that I’m here under false pretenses. I’m not a Dewey scholar or a philosopher; I’m a sociologist doing history in the field of education. And the title of my lecture is a bit deceptive. I’m not really going to talk about what college is good (...) for. Instead, I’m going to talk about how the institution we know as the modern American university came into being. As a sociologist, I’m more interested in the structure of the institution than in its philosophical aims. It’s not that I’m opposed to these aims. .. (shrink)

The ancient and honorable role of philosophy as a servant to the learning, development and use of scientific knowledge, though sadly underdeveloped since Grassmann, has been re-emerging from within the particular science of mathematics due to the latter's internal need; making this relationship more explicit (as well as further investigating the reasons for the decline) will, it is hoped, help to germinate the seeds of a brighter future for philosophy as well as help to guide the much wider learning (...) of mathematics and hence of all the sciences. 1. The unity of interacting opposites "space vs. quantity", with the accompanying "general vs. particular" and the resulting division of variable quantity into the interacting opposites "extensive vs. intensive", is susceptible, with the aid of categories, functors, and natural transformations, of a formulation which is on the one hand precise enough to admit proved theorems and considerable technical development and yet is on the other hand general enough to admit incorporation of almost any specialized hypothesis. Readers armed with the mathematical definitions of basic category theory should be able to translate the discussion in this section into symbols and diagrams for calculations. 2. The role of space as an arena for quantitative "becoming" underlies the qualitative transformation of a spatial category into a homotopy category, on which extensive and intensive quantities reappear as homology and cohomology. 3. The understanding of an object in a spatial category can be approached through definite Moore-Postnikov levels; each of these levels constitutes a mathematically precise "unity and identity of opposites", and their ensemble bears features strongly reminiscent of Hegel's Science of Logic. This resemblance suggests many mathematical and philosophical problems which now seem susceptible of exact solution. (shrink)

This paper explains how to use a new software tool for argument diagramming available free on the Internet, showing especially how it can be used in the classroom to enhance critical thinking in philosophy. The user loads a text file containing an argument into a box on the computer interface, and then creates an argument diagram by dragging lines from one node to another. A key feature is the support for argumentation schemes, common patterns of defeasible reasoning historically know as (...) topics . Several examples are presented, as well as the results of an experiment in using the system with students in a university classroom. (shrink)

Robert Kimball, in “What’s Wrong with Argumentum Ad Baculum?” (Argumentation, 2006) argues that dialogue-based models of rational argumentation do not satisfactorily account for what is objectionable about more malicious uses of threats encountered in some ad baculum arguments. We review the dialogue-based approach to argumentum ad baculum, and show how it can offer more than Kimball thinks for analyzing such threat arguments and ad baculum fallacies.

In Morals By Agreement, David Gauthier concludes that under certain conditions it is rational for an agent to be disposed to choose in accordance with a fair cooperative scheme rather than to choose the course of action that maximizes his utility. This is only one of a number of important claims advanced in that book. In particular, he also propounds a distinctive view concerning what counts as a fair cooperative arrangement. The thesis concerning the rationality of adopting a cooperative disposition (...) is, however, logically independent of his substantive view of a fair cooperative scheme and is itself central to the project as a whole. Gauthier's concern is to establish that certain moral principles are those that fully rational, self-interested persons would agree to take as regulative of their dealings with one another – that a contractarian approach, in this sense, can provide an adequate basis for a theory of morality. This paper explores ethical debates associated with the UK COVID-19 contact tracing app that occurred in the public news media and broader public policy, and in doing so, takes ethics debate as an object for sociological study. The research question was: how did UK national newspaper news articles and grey literature frame the ethical issues about the app, and how did stakeholders associated with the development and/or governance of the app reflect on this? We examined the predominance of different ethical (...) issues in news articles and grey literature, and triangulated this using stakeholder interview data. Findings illustrate how news articles exceptionalised ethical debate around the app compared to the way they portrayed ethical issues relating to ‘manual’ contact tracing. They also narrowed the debate around specific privacy concerns. This was reflected in the grey literature, and interviewees perceived this to have emerged from a ‘privacy lobby’. We discuss the findings, and argue that this limited public ethics narrative masked broader ethical issues. (shrink)

Disaster research has grown in scope and frequency. Research in the wake of disasters and during humanitarian crises – particularly in resource-poor settings – is likely to raise profound and unique ethical challenges for local communities, crisis responders, researchers, and research ethics committees. Given the ethical challenges, many have questioned how best to provide research ethics review and oversight. We contribute to the conversation concerning how best to ensure appropriate ethical oversight in disaster research and argue that ethical disaster research (...) requires of researchers and RECs a particular sort of ongoing, critical engagement which may not be warranted in less exceptional research. We present two cases that typify the concerns disaster researchers and RECs may confront, and elaborate upon what this ongoing engagement might look like – how it might be conceptualized and utilized – using the concept of real-time responsiveness. The central aim of RTR, understood here as both an ethical ideal and practice, is to lessen the potential for research conducted in the wake of disasters to create, perpetuate, or exacerbate vulnerabilities and contribute to injustices suffered by disaster-affected populations. Well cultivated and deployed, we believe that RTR may enhance the moral capacities of researchers and REC members, and RECs as institutions where moral agency is nurtured and sustained. (shrink)

The question of what subjects Paul addresses in his letters has been a matter of debate in New Testament scholarship. This debate shows the evolution of Pauline studies, whereby early scholars argued that Paul addressed topics ranging from questions of human existence, to relations between Jews and Gentiles, and even topics connecting Paul with the Roman Empire. Most of these scholars view Paul mainly from a religious perspective, particularly in terms of the relationship between Judaism and Christianity. However, viewing Paul (...) from a Jewish versus a Christian religious perspective only fails to present the multivalent function of the Pauline corpus. This article employs social identity theory to read Galatians 3:1–10 in order to defend the argument that Paul employs his letters to construct a superordinate identity for his community which embraces not only political perspectives but also has religious and economic trajectories.Contribution: The application of identification, contest and comparison, concepts derived from sociology, to analyze Galatians 3:1-10 in reference to 1st century economic, religious and political contexts to explain the multivalent nature of early Christian identity, contributes to multidisciplinary research aspects of Biblical studies which is in tandem with the scope of HTS Theological Journal.
